To all CSBOA Unit Leaders and Instructors:
With the start of the season rapidly approaching, I want to make a few quick announcements.
Attached to this memo you fill find a pdf of the CSBOA Pre-Game Card/Court Diagram. This item will also be available on the CSBOA website.
Below, I have outlined the CSBOA recommendations for the upcoming season. These recommendations offer guidance for CSBOA instructors and game officials in areas that are not included in NFHS or NASO resources.
Finally, I have identified some errors in our instructional material. Correct language is provided. Please make the appropriate changes in your Membership Handbooks and Instructor's Guides.

The following recommendations were made to CSBOA Unit Leadership and Instructional Chairs at the CSBOA Executive Council Meeting on October 8th, 2016.
- CSBOA Recommendations
- Prior to or during the pregame meeting with each head coach, ask him/her to review their team roster and starting lineup as entered in the scorebook. Request that they sign or initial to the scorebook to certify their review. The head coach may designate an assistant coach or manager to review and sign/initial the roster.
- In games involving a shot clock that displays tenths of seconds, scoring regulations stated in Rule 5, Section 2, Article 5 shall apply. (the three-tenths rule)
- If a common foul is committed so close to the end of a period that the game clock cannot be stopped and time expires, officials have two options:
- If the foul is neither flagrant nor intentional, the officials may cancel the foul and declare the period over.
- If the offended team is not entitled to free throws as a result of the foul, the officials will award the ball to the offended team for a throw-in with at least four-tenths (.4) of a second on the game clock.
- Arrange pre-season meetings where table personnel from several schools can be briefed on the duties of the scorer,timer, and shot-clock operator.
- Review the Following:
- Two-hand foul reporting
- Time-out lengths, including the 15-second player replacement period
- Recording warnings for delay and bench conduct in the scorebook
